As a Technical Inspection Service (TIS), we carry out independent assessments of the technical construction quality of buildings and structures, including checks for compliance with applicable laws and regulations.
According to the TIS methodology, we begin these checks from the start of the design phase up to and including the completion of the construction project. At the end of the inspection process, we issue a statement regarding the achieved construction quality. TIS is one of the recognized instruments within the Wkb (Wet kwaliteitsborging voor het bouwen - Dutch Building Quality Assurance Act). While TIS inspection is not mandatory for civil engineering works, it is often prescribed by Rijkswaterstaat and/or ProRail. For complex projects or those with a high-risk level, an independent design review naturally offers advantages for all involved parties, as potential issues are often identified early on.

A TIS inspection is carried out by an accredited TIS institution. First, a Plan of Approach is drawn up, which comprehensively describes what will be assessed and how. The inspection then begins with a design review. Subsequently, periodic checks are performed during the construction work. At the end of construction, a final judgment on the building quality is given.
During the design review (sometimes called a zero measurement), the design, specifications, and execution methodology are assessed. It's also checked whether the contractor uses the correct materials and procedures.
During the periodic checks, the completed work is inspected for adherence to the design and specifications. They also verify that the correct materials and procedures are being used.
The final report is a report that summarizes the findings of the TIS inspection. It also indicates whether the building complies with the requirements of the Building Regulations.
