Technical Inspection Service (TIS)

What is TIS?

As a TIS-certified agency, we work according to the TIS methodology. But what exactly does that mean? We'd be happy to explain.

As a Technical Inspection Service (TIS), we carry out independent assessments of the technical construction quality of buildings and structures, including checks for compliance with applicable laws and regulations.

According to the TIS methodology, we begin these checks from the start of the design phase up to and including the completion of the construction project. At the end of the inspection process, we issue a statement regarding the achieved construction quality. Our client can present this statement to various stakeholders to demonstrate that the requested or required construction quality has been met. This includes:

  • Supervisory authorities or financial institutions;
  • Future property owners;
  • Insurers (CAR policy, Latent Defects Insurance, Guarantee Insurance);
  • The project client;
  • Municipal Building and Housing Supervision;
  • Performing validation for the SPC in PPP projects.

In the brochure, we'll be happy to explain exactly what TIS is and how working according to the TIS methodology works.

Frequently asked questions

All
Why is TIS inspection important?

TIS inspection is important for ensuring the quality of construction projects and also for reducing the risk of technical building defects. This can lead to an optimal design, shorter construction time, and lower failure/construction costs. And as a result, higher client satisfaction!

When is TIS inspection mandatory?

TIS is one of the recognized instruments within the Wkb (Wet kwaliteitsborging voor het bouwen - Dutch Building Quality Assurance Act). While TIS inspection is not mandatory for civil engineering works, it is often prescribed by Rijkswaterstaat and/or ProRail. For complex projects or those with a high-risk level, an independent design review naturally offers advantages for all involved parties, as potential issues are often identified early on.

What are the advantages of a TIS inspection?

The benefits of a TIS inspection include:

  • Optimized design
  • Reduced risk of construction defects, leading to lower failure costs
  • Shorter construction time
  • Increased client satisfaction
  • Higher quality of the construction work
  • Easier financing acquisition
  • Lower insurance premium
How is a TIS inspection conducted?

A TIS inspection is carried out by an accredited TIS institution. First, a Plan of Approach is drawn up, which comprehensively describes what will be assessed and how. The inspection then begins with a design review. Subsequently, periodic checks are performed during the construction work. At the end of construction, a final judgment on the building quality is given.

What does a design review involve?

During the design review (sometimes called a zero measurement), the design, specifications, and execution methodology are assessed. It's also checked whether the contractor uses the correct materials and procedures.

What happens during periodic checks?

During the periodic checks, the completed work is inspected for adherence to the design and specifications. They also verify that the correct materials and procedures are being used.

What is the final report?

The final report is a report that summarizes the findings of the TIS inspection. It also indicates whether the building complies with the requirements of the Building Regulations.
